Troyes, Médiathèque Jacques-Chirac, MS 1406 is a small to medium-sized ninth or tenth-century manuscript of 54 folios, made of parchment with parchment and paper flyleaves. It was compiled in 1 col. and about 23 lines, with the following dimensions: 218 x 176 mm; 7 quires with the following quire structure: 6 x IV⁴⁸ + III⁵⁴; quire signatures start at 1r until 49r, labeled A through G on the recto side at the beginning of each quaternio. Another notation of quire labeling exclusively appears on 16v, labeled with .II. Early modern and modern foliation in Arabic numerals in both blank ink and lead pencil.

The manuscript was written by three hands, who all wrote in Carolingian minuscule. It was produced in Burgundy, modern France, specifically around 900, according to Fournier, who states its terminus ante quem must be anno 893 based on the sources used. Its further travels are unknown, but it was sometime (late 19th century) in 'the collection of Bouhier', according to Fournier.

This early medieval codex consists exclusively of legal material. A vast portion includes conciliar decisions, (false) decretals, and patristic works, but it also includes some Roman law from Alaric's Breviary. Apart from its inclusion of the Argrim dossier, especially a letter included in that same work, this manuscript remains relatively understudied. Only Fournier included an analysis of the codex's unknown collection on fols. 22v-54v, which may be considered somewhat dated.

Concerning its paleography and codicology, note that the manuscript may have had a different foliation in an early modern hand on the top right-hand corner of certain folios, on their recto side. A different hand takes over on fols. 17r to 24v; another completes the last collection from 52r onward.

According to Fournier and Gaudemet, this manuscript is related to Paris, BnF, lat. 2449, as both were produced in a 'lyonnaise' milieu around the same time. Bischoff on palaeographical grounds assumed a production in Burgundy, specifically the Saône valley. Future research will have to reinterpret their findings.
