Rouen, Bibliothèque Municipale, E.27 (702) is a (late) eleventh-century manuscript of 210 folios in 2 cols. (296 x 225 mm). Its codicological composition is not fully known, as its quire structure remains unknown. Quire signatures start at A7 until Z190, with D, J, K, S, V, W missing or not used, mostly on the recto, some on the verso side. Old quire signatures (?) still visible, including XIII, XXIII182, XXIIII183-XXV191. Modern folio numbering in Arabic numerals are found on the recto side of each folio in a modern hand. The added flyleaves before the first folio are ordered A through E on each recto side. It was written by numerous (but unknown amount of) hands in late Caroline minuscule, probably in saec. XI according to its catalogue or saec. XIex according to Kéry. The manuscript's origins must have been Rouen according to Kéry. The manuscript's provenance is known from 1675 onward, according to its catalogue. In that year, it was given to the order of the Capuchins at Mortagne-au-Perche, Orne, as indicated on fol. 1r (Donné aux Capucins de Mortagne en 1675). Its old shelfmark read E.15. Kéry, however, lists its provenance from Angers without explanation.

Rouen, BM, 702 (E.27) is a large codex and contains exclusively canonical material, with a very small added excerpt of Polemius' Laterculus at the end. The canonical part is dominated by Pseudoisidore's False Decretals, which takes up close to 200 folios of the manuscript. Other canonical works included are the Capitula Angilramni, a few chapters of the Collectio XXX capitulorum (De ratione matrimonii), and an unknown collection. This unidentified work mostly consists of, allegedly, the canons of the Council of Chalcedon, but was probably also taken from Pseudoisidore. It also contains many other canons, decretals, excerpts from various epistles of popes and councils, but has not yet been studied thoroughly at the time of writing.
